How Statewide Grand Juries Play a Role in Shaping Florida's Future Policies

Litigation Partner William Shepherd was interviewed by radio station WLRN about how statewide grand juries operate. Because grand jury documents largely remain sealed, they tend to function under a veil of mystery. Mr. Shepherd, the former statewide prosecutor of Florida, explained that documents stay sealed to protect both witnesses and defendants, as not every grand jury investigation leads to an indictment. He added that statewide grand juries serve two main purposes: review evidence and testimony in criminal investigations to determine whether an indictment is necessary, and examine systemic issues throughout the state.
