Letitia D. Moore

Letitia Moore is a San Francisco attorney with more than 25 years of experience addressing complex environmental, regulatory and land use decisions. Ms. Moore's experience as a senior managing attorney with the U.S. Environmental Protection Agency (EPA), and planning commissioner and mayor of the City of El Cerrito, California, gives her a deep understanding of government decision-making, allowing her to offer an insider's view for her public, private and nonprofit sector clients.

Ms. Moore focuses her practice on complex development projects, land use permitting, environmental compliance and government advocacy. She is well versed in matters involving local land use and state housing laws, compliance with environmental regulations, and the implementation and enforcement of federal and state environmental laws. Ms. Moore's practice includes land use and environmental due diligence for real estate transactions, in addition to counseling on regulatory compliance and environmental management, planning, and cleanup issues. Ms. Moore advises on regulatory issues ranging from pesticide, hazardous materials and hazardous waste management to California Proposition 65 compliance.

Prior to joining Holland & Knight, Ms. Moore served as a Section Chief for the Pacific Southwest Region (Region 9), Office of Regional Counsel, Hazardous Waste Branch. During her tenure at the EPA, she handled the full range of issues covering enforcement under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA); Emergency Planning and Community Right-to-Know Act (EPCRA); Toxic Substances Control Act (TSCA); Clean Water Act and Clean Air Act, including novel and precedent-setting matters. Ms. Moore also represented the EPA in matters involving city, state and tribal governments, as well as other federal agencies, private businesses and individuals.

Previously, Ms. Moore served as the first black council member and first black mayor of El Cerrito. In addition to her daily governments duties, she represented El Cerrito on the boards of the West Contra Costa Integrated Waste Management Authority (WCCIWMA) and the West Contra Costa Transportation Advisory Committee (WCCTAC). She also was an officer with the El Cerrito Branch of the National Association for the Advancement of Colored People (NAACP).

Ms. Moore is a leader in the California bar and her community, serving on the executive committee of the California Lawyers Association Environmental Law Section, the board of the East Bay Leadership Council, the Berkeley Law Center for Law, Energy, and the Environment (CLEE) Advisory Board and the board of the Rosie the Riveter Trust.

In addition, Ms. Moore has been a frequent speaker on the subject of diversity, equity and inclusion in environmental law.
