Associate Meaghan Colligan co-authored an article for the American Bar Association Section of Environment, Energy and Resources on "The Massachusetts and New York State Brownfields Tax Credit Programs: What Works and What Doesn't" before coming to Holland & Knight. Ms. Colligan discusses how the state of Massachusetts and New York have highly successful, yet controversial Brownfields programs that offer tax incentives to private and nonprofit developers to bring these properties back to productive use. Ms. Colligan summarizes the similarities and differences of the two programs and provides insights into what makes these programs so successful which other states could incorporate into their own Brownfields programs.
