Mexico Reinforces the Traceability in Transport of Hydrocarbons Without Pipelines
Energy & Natural Resources attorney Alejandro Marín published an article in Energy Insights about new guidelines for the non-pipeline transportation and distribution of oil, liquid petroleum and hydrocarbons in Mexico. The country's National Energy Commission (CNE) issued a decree establishing these guidelines on Sept. 23, 2025, and this regulatory instrument introduces a new standard for control and supervision of the sector, with the goal of closing paths to the illegal biofuels market and reinforcing supply chain security. In his article, Mr. Marín describes the three chief elements of the decree, explains CNE's tools for verification and sanctions, including a novel citizen participation mechanism, and highlights some of the challenges for the industry as a result of these regulatory changes.
