Socioenvironmental Challenges in Strategic State Projects: Consulta Previa and Suspension of the Environmental License for the Widening of the North Highway

Public law and litigation attorney Juan Casallas wrote a chapter for the book Current Disputes in Public Contracts, published by the Universidad de los Andes. The book examines the main debates that have characterized the evolution of government contracts in Colombia. Mr. Casallas' contribution focuses on environmental and social risk management in state contracts, detailing the tools available to contractors for achieving balance in risk assignment and community negotiation in consulta previa processes. He also analyzes a case study in the suspension of the environmental license for a project to widen the North Highway in Bogotá.
