Developers Making Headway After CEQA Reform, But Economics Stand in Their Way

West Coast Land Use and Environment attorney Ryan Leaderman was quoted in a Bisnow article providing an update on development project statuses two months after California Environmental Quality Act (CEQA) reforms took effect. The landmark changes included exemptions from CEQA review for urban infill and other housing projects, creating a lower barrier to entry for many small and medium-sized developers because of shorter timelines – ultimately increasing financial feasibility as economics remains a major factor in project progress and viability. Mr. Leaderman commented that "it's fantastic" when projects qualify for the exemption but cautioned that some details have yet to be articulated, such as the process for conducting a Tribal consultation.
