Matthew Satterley, Former Global Policy Head of Wing, Joins Holland & Knight's Public Policy & Regulation Group

WASHINGTON (January 12, 2026) – Holland & Knight is expanding its credentials in the areas of transportation, aviation and technology policy with the addition of Matthew Satterley, the former head of global policy for Wing, a leading international drone delivery company.

As a senior policy advisor in the Firm's Public Policy & Regulation Group, Mr. Satterley will focus on advising clients about federal and international policy in the aviation and aerospace industry, particularly related to drones and other unmanned aircraft systems (UAS), as well as emerging transportation technologies.

Mr. Satterley is highly experienced in managing U.S. federal policy efforts to design and execute congressional and executive advocacy strategies. He supported the creation of the first unmanned aircraft system traffic management (UTM) implementation in the U.S. across years of key government and industry programs, including the Federal Aviation Administration's (FAA) Low Altitude Authorization and Notification Capability (LAANC), UAS Integration Pilot Program and UTM Pilot Program.

As the head of global policy for Wing, Mr. Satterley oversaw federal and global policy initiatives, directed U.S. federal advocacy and helped define new air traffic management paradigms for drone operations in the U.S. and Europe. Additionally, he previously served as head of federal policy and government affairs for an air traffic management startup company.

Prior to working in the private sector, Mr. Satterley served as deputy chief of staff and legislative director for U.S. Rep. Frank A. LoBiondo (R-N.J.) on Capitol Hill, where he interpreted and drafted legislative proposals in support of the U.S. House of Representatives Committee on Transportation's Subcommittee on Aviation. He also assisted in the offices of Reps. Ann Marie Buerkle (R-N.Y.), Connie Mack (R-Fla.) and John McHugh (R-N.Y.).

Mr. Satterley is Holland & Knight's second recent hire with substantial drone and advanced air mobility experience. In June 2025, former FAA and National Transportation Safety Board (NTSB) lawyer Katie Inman joined the Firm.

Mr. Satterley earned a B.S. degree from St. Lawrence University and participated in the Washington Semester Program of American University.
