Tom Bush

Tom Bush is a senior policy advisor in Holland & Knight's Washington, D.C., office with more than 15 years of experience navigating federal legislative and regulatory processes, drawing on leadership roles in the U.S. Senate and private sector.

Mr. Bush advises clients on complex policy matters involving aviation and aerospace, transportation, tax, trade, technology, energy and consumer protection. He helps clients anticipate policy developments, engage effectively with policymakers and stakeholders, and navigate legislative and regulatory challenges affecting their businesses and industries.

Prior to joining Holland & Knight, Mr. Bush served as senior director of government relations for a global aerospace and defense company, where he led federal advocacy efforts for its commercial aviation portfolio. In that role, he developed and executed legislative strategies across a broad range of issues, including aviation safety, trade policy, workforce development, sustainability, supply chain resilience and emerging technologies. He drove the company's advocacy surrounding the Federal Aviation Administration (FAA) Reauthorization Act of 2024, helping secure policy outcomes related to aircraft certification, workforce development and aviation innovation.

Previously, Mr. Bush served on Capitol Hill, including as legislative director to Sen. Jerry Moran (R-Kan.), chairman of the Senate Committee on Appropriations' Subcommittee on Commerce, Justice, Science, and Related Agencies, and the Senate Committee on Commerce's Subcommittee on Aviation, Space, and Innovation. In that role, he managed the senator's legislative team, advised on political strategy and coordinated engagement with congressional leadership, federal agencies, stakeholders and advocacy organizations. He also served as acting staff director for the Senate Committee on Veterans' Affairs and held several senior policy positions leading Sen. Moran's work on the Senate Commerce Committee, including all legislative efforts pertaining to the FAA Reauthorization Act of 2018 and FAA Modernization and Reform Act of 2012.

Throughout his career, Mr. Bush has cultivated strong relationships across the U.S. Congress, federal agencies, industry associations and broader transportation ecosystem. His experience gives clients valuable insight into how policy decisions are developed, negotiated and implemented in Washington and beyond.
