Isabella De La Barrera

Isabella De La Barrera is an attorney in Holland & Knight's Bogotá office. Ms. De La Barrera's practice focuses on intellectual property and competition law.

Ms. De La Barrera advises clients on the design and implementation of data management strategies compliant with Colombian regulations and international standards such as Law 1581 of 2012 and the General Data Protection Regulation (GDPR). She also assists with the legal structuring of data-driven business models to minimize regulatory risks and conducts database legal audits, data protection impact assessments and assists with the design of internal data governance policies.

Ms. De La Barrera's experience in the data, security and privacy space entails providing advice on the implementation of personal data protection compliance programs, including the development of privacy policies, security manuals and incident response protocols. She represents clients before the Superintendency of Industry and Commerce (SIC) in investigations for alleged violations of data protection laws. She also assists in the negotiation of technology and data transfer contracts, including liability, confidentiality and security clauses.

Additionally, Ms. De La Barrera advises on competition law issues such as competitor agreements, abuse of dominant position and vertical restraints. She also handles merger notifications before the SIC, including preparing market studies and competitive analyses, and trains sales and marketing teams on compliance with Colombia's free competition laws.

Fluent in English, Spanish and French, Ms. De La Barrera combines her legal knowledge with skills in document analysis and strategic communication to help clients effectively resolve their cases.

Prior to joining Holland & Knight in her current role, Ms. De La Barrera was a law clerk in the Bogotá office.
