Overview
Miranda Franco is a senior policy advisor in Holland & Knight's Washington, D.C., office, where she has been a key member of the firm's Public Policy & Regulation Group since 2013. In this capacity, Ms. Franco helps clients navigate the complexities of federal reimbursement policy and address challenges and opportunities that impact healthcare quality and delivery. She regularly engages with federal agencies under the U.S. Department of Health and Human Services (HHS) and collaborates with prominent health policy advisors both within the agencies and in congressional offices.
With extensive experience in federal reimbursement and quality improvement initiatives, Ms. Franco advises hospital systems, physician trade associations and life sciences companies on critical issues related to coverage, coding and reimbursement. She is also well-versed in digital health, innovative payment models, public health preparedness, Medicare Access and CHIP Reauthorization Act (MACRA) implementation and prescription drug pricing.
Ms. Franco's strategic guidance spans regulatory response, grassroots advocacy, coalition building and management, and advocacy conference planning. Her background includes significant roles in health policy, including serving as a government affairs representative for the Medical Group Management Association (MGMA), the American Society of Plastic Surgeons (ASPS) and the National Patient Advocate Foundation (NPAF), where she led advocacy strategies and represented organizational interests before Congress and federal agencies. She also served as a liaison to the American Medical Association's (AMA) CPT Editorial Panel, the Relative Value Scale Update Committee (RUC) and the National Quality Forum (NQF).
Ms. Franco's experience working in-house with healthcare industry trade and advocacy associations equips her with a nuanced understanding of the value of membership, resulting in strong recruitment and retention and ensuring advocacy efforts align with the strategic vision of the association.
