Overview

Miranda Franco is a senior policy advisor in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. Ms. Franco brings substantial knowledge of regulatory advocacy and healthcare policy, with a focus on provider payment, reimbursement and quality reporting frameworks that shape how care is delivered and financed.

Ms. Franco advises hospital systems, physician organizations, life sciences companies and emerging digital health and artificial intelligence (AI)-enabled companies on navigating federal reimbursement policy and regulatory risk, helping clients interpret complex policy changes and their real-world implications. Her work sits at the intersection of policy and practice – where coverage, coding and payment decisions directly influence access to care, provider behavior and the viability of new technologies. Ms. Franco also has deep experience working with healthcare organizations operating under performance-based regulatory frameworks, advising on oversight, quality metrics and compliance considerations.

Additionally, Ms. Franco regularly engages with leadership at the U.S. Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), and other federal agencies, as well as congressional offices, bringing a practical, solutions-oriented perspective to policy discussions. Her experience spans the full life cycle of advocacy, from shaping strategy and building coalitions to drafting comment letters and supporting direct engagement with policymakers.

Prior to joining Holland & Knight, Ms. Franco held senior government affairs roles at leading healthcare associations, including the Medical Group Management Association (MGMA), American Society of Plastic Surgeons (ASPS) and National Patient Advocate Foundation (NPAF). In these roles, Ms. Franco led federal advocacy strategy representing the organizations' interests in front of Congress and executive branch agencies. She continues to work closely with specialty society and physician stakeholders on coding strategy, valuation considerations and broader reimbursement positioning.

Ms. Franco brings a practical and informed perspective shaped by her in-house experience with healthcare trade and advocacy associations. She understands the value of membership and works to ensure that advocacy efforts align with organizational priorities while supporting strong engagement, recruitment and retention. Ms. Franco is particularly adept at translating complex legislative and regulatory issues into practical, real-world frameworks that drive solutions to healthcare's most pressing challenges.
