Overview
Kathryn "Katie" Inman is an attorney in Holland & Knight's Tallahassee office and a member of the Public Policy & Regulation Group. Ms. Inman focuses her practice on federal transportation law and regulatory compliance, as well as Florida-specific administrative law and land use matters.
Ms. Inman has experience leading rulemaking efforts, advising on aviation and transportation law, and managing interagency coordination on complex regulatory issues. She has helped oversee implementation of major legislative initiatives in Florida such as data privacy, social media use for minors and healthcare choice reforms.
Ms. Inman holds a Remote Pilot in Command Certificate and has in-depth knowledge of and interest in the intersection of state provisions and federal authority, especially with regard to transportation.
Prior to joining Holland & Knight, Ms. Inman served as general counsel for the Florida Office of the Attorney General. Previously, she held various roles with the Federal Aviation Administration (FAA), where she oversaw rulemaking projects involving unmanned aircraft systems and responses to complex requests for interpretation. In this role, she also gained a significant background in resolving regulatory issues and interpreting statutory provisions that apply to novel aircraft designs and operations.
Before the FAA, Ms. Inman served as the principal attorney at the National Transportation Safety Board (NTSB) and was responsible for aviation and mariner appeals of FAA and U.S. Coast Guard enforcement actions. In this role, Ms. Inman advised the board on specific issues arising out of appeals of aviation enforcement actions, including the critical 2014 opinion in which the board held that an unmanned aircraft fell within the statutory definition of "aircraft." In addition, while at the NTSB, Ms. Inman was responsible for agency interpretation of regulations and oversaw rulemaking projects, which included the agency's efforts to amend marine accident investigation procedures.
Ms. Inman also clerked for the Honorable Earl S. Hines of the U.S. District Court for the Eastern District of Texas.
While in law school, Ms. Inman served as a research assistant to Professor Peter B. Rutledge of The Catholic University of America Columbus School of Law.
