Overview

Emmalyn McCarthy is a government contracts attorney in Holland & Knight's Washington, D.C., office. Ms. McCarthy advises clients on the full spectrum of federal procurement matters.

Ms. McCarthy's experience spans all phases of the government contracting life cycle, from bid and proposal strategy and contract formation through performance, administration and dispute resolution.

Prior to joining Holland & Knight, Ms. McCarthy spent more than five years working for the federal government at the U.S. Department of Justice (DOJ) and U.S. Department of the Navy, respectively. At the DOJ, she worked on compliance programs involving the nation's most sensitive intelligence programs, ensuring compliance with law, regulations and executive branch policies. At the U.S. Department of Navy, Ms. McCarthy's practice focused on procurement and fiscal law, supporting a variety of programs at the base and headquarters level of the U.S. Marine Corps.

While in law school, Ms. McCarthy served as a notes editor of the William & Mary Bill of Rights Journal and a student advocate in the William & Mary Immigration Law Clinic.
