Samantha R. Miller

Samantha R. Miller is a litigation attorney in Holland & Knight's Tysons office. Ms. Miller represents companies and individuals in high-stakes litigation matters, including government investigations, government enforcement actions and complex civil and criminal litigation.

As a first-chair trial lawyer and former federal prosecutor, Ms. Miller has tried more than a dozen jury and bench trials and arbitrations to verdict in federal courts across the country. Her practice reflects her diverse background and experience, including in fraud, public corruption, bribery, the False Claims Act (FCA) and employment matters. Specifically, Ms. Miller has litigated cases involving aviation-related criminal conspiracies and the U.S. Department of Housing and Urban Development's (HUD) Housing Choice Voucher (Section 8) program, as well as civil and criminal matters related to COVID-19, mortgage and healthcare fraud. Additionally, her employment litigation experience includes Equal Employment Opportunity Commission (EEOC) investigations, employee poaching matters and employment-related tort cases.

Prior to joining Holland & Knight, Ms. Miller spent seven years in the federal government, including five years as a civil and criminal Assistant U.S. Attorney for the U.S. Department of Justice (DOJ) and two years as a Special Assistant U.S. Attorney with the HUD Office of Inspector General (OIG). As a prosecutor, she secured convictions in federal courts across the country, including Washington, D.C., Texas and Guam. One such conviction involving a $400 million aviation-related conspiracy resulted in a 34-year sentence for the company CEO, the longest sentence in OIG history. Before Ms. Miller joined the DOJ, she worked for several years as a litigation associate in a Washington, D.C.-based litigation boutique firm.

While in law school, Ms. Miller was selected as a Dean's Fellow and served as a teaching assistant for the law school's first-year writing course. She also worked for the undergraduate writing center and was a research assistant for Professor Jessica Steinberg, a nationally recognized expert on access to justice, state courts and poverty law.
