Overview

José Rengifo is a litigation attorney in Holland & Knight's Bogotá office. Mr. Rengifo focuses on the strategic handling of complex arbitrations – both domestic and international – dispute resolution, as well as constitutional and administrative litigation.

Mr. Rengifo has relevant experience in investment arbitration conducted under bilateral and multilateral investment protection treaties, including proceedings administered by the International Centre for Settlement of Investment Disputes (ICSID) and Permanent Court of Arbitration (PCA). He represents investors in disputes of significant economic and institutional importance. He has also been involved in domestic commercial arbitrations in the energy, mining, healthcare and retail sectors. His commercial arbitration experience includes the structuring of procedural strategies in large-scale contractual disputes, supported by a deep understanding of the economic and regulatory interests at stake.

Mr. Rengifo's practice is distinguished by the integrated and strategic use of constitutional and administrative law before Colombian courts. He has extensive experience in complex constitutional litigation, including constitutional injunctions for the protection of acciones de tutela (a constitutional writ to protect fundamental rights), particularly those challenging decisions issued by Colombia's highest courts. His practice also encompasses abstract constitutional review proceedings, annulment actions before the administrative courts, and collective and class actions involving regulatory measures.

Prior to joining Holland & Knight, Mr. Rengifo served as a law clerk before the Constitutional Court and the Council of State of Colombia
