Overview

Camelia Lopez Shoemaker is a litigation and dispute resolution attorney in Holland & Knight's Dallas office. Ms. Shoemaker focuses on complex litigation, cybersecurity and white collar defense and investigations.

Ms. Shoemaker brings more than two decades of experience in the prosecution of complex criminal matters and civil cases in federal and state courts. With extensive foreign and domestic public engagement, she is recognized for her leadership in jury trials involving cyber threats and fraud, as well as her extensive knowledge and skill regarding national security and public-private partnerships.

Ms. Shoemaker holds a Top Secret security clearance.

Prior to joining Holland & Knight, Ms. Shoemaker served in the U.S. Department of Justice's (DOJ) Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) as the sole global attorney advisor for dark web and cryptocurrency matters. In that role, she advised and delivered knowledge regarding cyber investigations and cryptocurrency matters in the U.S. and to foreign law enforcement agencies across sub-Saharan Africa, Southeast Asia, Eastern Europe and Latin America.

Previously, Ms. Shoemaker spent 15 years with the U.S. Attorney's Office for the Eastern District of Texas, where she held leadership roles, including senior counselor to the U.S. attorney, senior litigation counsel and attorney in charge of the Plano branch office. While there, she focused on computer hacking, intellectual property and national security, setting policy and guiding high-profile prosecutions, including landmark cases in cybercrime and terrorism. She began her career as a prosecutor in the Dallas County District Attorney's Office.

Representative Experience

  • Successfully defended the U.S. in a jury trial for an employment discrimination claim against the U.S. Department of Defense
  • Successfully defended fraud convictions at oral argument before the U.S. Court of Appeals for the Fifth Circuit
  • Lead counsel in a multi-agency effort prosecuting the alleged operator of a large malicious proxy service that compromised millions of residential IP addresses worldwide
  • Successfully prosecuted a would-be juvenile terrorist actor in a first-ever collaboration between federal and state agencies
  • Successfully prosecuted in a jury trial a corporate information technology administrator for sabotaging internal computer systems
  • Successfully prosecuted in a jury trial a home healthcare agency owner for defrauding Medicare out of several hundreds of thousands of dollars
  • Successfully prosecuted in a jury trial an individual for devising a scheme to defraud mortgage lenders
  • Established the U.S. Attorney's Office for the Eastern District of Texas' process for use of the long-arm statute to prosecute and extradite Colombian nationals for drug trafficking offenses; met and collaborated with senior Panamanian and Colombian officials to discuss new cases and future efforts for cooperation in fighting narcotics trafficking into the U.S.
