Partner Richard Duvall, practice group leader of the firm's National Government Contracts practice, will speak at the Board of Contract Appeals Bar Association (BCABA) Annual Program on a panel titled, "Implementation of the FERA Amendments to the False Claims Act." False Claims Act Partner David Black, vice-president of the BCABA, will chair the program.

The Fraud Enforcement and Recovery Act marks the first full scale amendment to the False Claims Act since 1986. The new law significantly expands the scope and reach of the FCA and eliminates key defenses to FCA actions that were previously available under recent judicial decisions. Mr. Duvall's panel will discuss the noteworthy changes to the FCA and the heightened risk that contractors face under the new law.

The luncheon keynote speaker is the new chief judge of the federal circuit, Judge Randall Rader. Panels range from recent policy developments in government contracting to the intersection between procurement law and administrative law to proving quantum in Contract Disputes Act (CDA) claims.
