The America First Trade Policy Memorandum set in motion the first formal step toward renegotiating the USMCA by directing the U.S. Trade Representative (USTR) to initiate a public consultation process. The public consultation period is expected to begin very soon, and our presentation will give attendees the chance to learn about the opportunities, strategies and positioning that businesses and industry groups can take to impact U.S. government negotiating objectives.
The discussion will be led by Holland & Knight Partner Patrick Childress, who formerly served as USTR's lead attorney for regional matters involving Canada, Mexico and the USMCA. Joining him will be Micah Burbanks-Ivey, an associate in the firm's Public Policy & Regulation Group.

The upcoming renegotiation is expected to be expansive, with no predefined limits on the scope of revisions. Public statements from the Trump Administration suggest that the review will likely cover a broad range of issues, including rules of origin, digital trade, labor, automotive standards, as well as the ongoing application of Section 232 tariffs on steel, aluminum and other imports. As USTR prepares to set its priorities, stakeholders have a unique, time-sensitive opportunity to advocate for industry-specific needs in the next iteration of the agreement.
