Please join Holland & Knight's West Coast Land Use and Environmental Group for the first installment in our annual webinar series discussing California's newly enacted laws affecting the housing industry. Our attorneys will provide an overview of key legislation covered in our recent Holland & Knight alert, with particular emphasis on important new laws that you might have missed in a blockbuster legislative session dominated by discussion of AB 130 and SB 131.

  • Part I, on January 21, will focus on new laws regarding project planning and review, especially SB 79's state-mandated upzoning near transit. Other topics will include expanded avenues for removing restrictive covenants, streamlining for adaptive reuse projects, state density bonus law refinements and changes to the Regional Housing Needs Assessment (RHNA) process.
  • Part II, on February 4, will cover permitting reform and California Environmental Quality Act (CEQA) reform, as well as enforcement and litigation. In addition to providing a quick refresher on AB 130, we will cover new "shot clocks" for agency approvals, expedited timelines and enhanced fines and penalties in litigation challenging housing disapprovals and the outlook for further reform in 2026 and beyond.
