The Case for Restoring Earmarks

When the House put a moratorium on earmarks in 2010, many were in favor of the ban. However, as President Trump has recently stated his support of earmarks, lawmakers are questioning the ban and whether or not it should be lifted. If Congress does decide to bring back earmarks, it will be important to do so in a way that incorporates the lessons learned since the 2010 reforms.
