Senior Counsel Inés Elvira Vesga published an article in Asuntos Legales of the newspaper La República titled "The Rule of Law and the State of Emergency." In this article, she points out that it is clear that while the powers of the government in a state of emergency are broad, they must be exercised within the framework of the rule of law. She adds that the task of the Constitutional Court will be to verify that the rules issued comply with the constitutional framework.
