Mexico's Federal Executive Publishes the Secondary Legislation on Energy Matters
International business and energy attorneys Gabriel Ruiz, Rodolfo Rueda, Carlos Ochoa, Gerardo Prado Hernandez, Antonio Barrera, Mariana Salinas and Adrián Ortiz de Elguea co-authored an article in The Global Regulatory Developments Journal analyzing Mexico's sweeping new energy reforms signed into law by President Claudia Sheinbaum. The reforms, which took effect in March 2025, give the Mexican state strategic control over the energy sector, dissolve regulatory bodies and grant the Ministry of Energy broad new powers, while reserving dominant roles for the Federal Electricity Commission (CFE) and Petróleos Mexicanos (PEMEX). The authors note that these changes fundamentally restructure Mexico's electricity and hydrocarbons industries and will require close monitoring from investors and energy sector stakeholders.
