The surge in housing permits in New York City may be explained by a number of factors. One such factor is the flood of money coming in overseas. Housing developers are benefiting from investors from China, Russia, Brazil and other countries. Real Estate attorney Stuart Saft says that the New York City's steadily rising property prices are still seen as a relative bargain when compared with London and Hong Kong.
