IRS Neutrality May Suffer Under New IRS Head’s Dual Role

The appointment of Treasury official David Kautter to the role of interim IRS Commissioner is raising concerns about how the revenue agency can remain neutral while he carries out his existing duties to guide politically directed tax policy changes.

"We have seen that story play out when people perceive that the tax administration is being done with political influence in mind," said Partner Nicole Elliott. "I think you lose the trust of the American people if it’s thought that tax administration is administered in a political manner and so, that is a challenge (Kautter) will face."
