No, CEQA's Not "Dead," So Who Wins and Loses With the Latest Exemptions?

West Coast Land Use and Environment attorney Daniel Golub was quoted in an article published by The Real Deal discussing the impact of two reform measures to the California Environmental Quality Act (CEQA): Assembly Bill 130 and Senate Bill 131, which exempt certain infill housing projects from environmental review. While housing advocates and developers are celebrating the new measures as a long-overdue win for housing production, legal hurdles and litigation risks remain. Mr. Golub acknowledged the reforms as a step forward, but emphasized that developers will still need legal guidance to navigate the system.
"It doesn't solve every problem and it doesn't put us completely out of business. The idea is you shouldn't have to hire an army of lawyers just to get out of litigation," he said.
