SF Housing Advocates Cheer CEQA Reform, But Will New Development Follow?

West Coast Land Use and Environment attorney Daniel Golub was quoted in an article published by the San Francisco Examiner about two recently enacted reform measures to the California Environmental Quality Act (CEQA) that are poised to reshape the future of housing development in urban areas. The legislation — Assembly Bill 130 and Senate Bill 131 — aims to exempt most urban apartment projects from CEQA review and streamline existing procedures, which many developers argue have long stalled affordable housing initiatives. While the measures are being celebrated as potential game-changers, some industry leaders remain cautious about their long-term impact on actual housing production, particularly in San Francisco where new construction has lagged in recent years. Mr. Golub noted that although the reforms mark a significant shift in California housing policy, CEQA is still not entirely out of the picture for San Francisco.

"We're not quite at the end of CEQA, even in San Francisco, but we're getting somewhere close," he said.
