The New Health Model Sought by the Government Generates More Doubts Than Answers. Not Even the Lawyers Are Clear

Healthcare attorney Diego Acevedo was quoted in Revista Dinero warning that Colombia's Decree 0858 intended to anchor a new health system model raises significant legal and operational risks by redirecting it toward full public resource management via the Administrator of the Resources of the General System of Social Security in Health (ADRES) and converting EPS into "health managers." Mr. Acevedo flagged risk to the continuity of care for roughly 89 percent of affiliates and questioned the government's reliance on decrees to implement reforms that should proceed through a statutory law. He noted that though the model envisions integrated territorial health networks and stronger primary care, it will require a full redesign of institutions.

"Through this regulation, the aim is to establish a preventive health model that seeks to anticipate the disease instead of reacting to it," Mr. Acevedo said.
