Has Mexico Chosen a Side in the U.S.-China Trade War?

Turenna Ramirez, who leads Holland & Knight's international trade practice in Mexico, was featured in a Q&A with the Inter-American Dialogue's Latin America Advisor about Mexico's plan to raise import tariffs on goods from countries without preferential trade status, including a 50 percent tariff on certain auto imports from China. Ms. Ramirez explained that though intended to bolster strategic sectors and spur import substitution and jobs, the breadth and duration of these measures could strain supply chains, curb trade and investment, and complicate regional coordination ahead of the United States-Mexico-Canada Agreement (USMCA) review.

"Although the new tariffs are designed to protect 18 strategic industrial sectors and apply to countries without a free trade agreement, they have the potential to significantly impact the dynamism of Mexican foreign trade and investment opportunities if implemented on a long-term basis," she said.
