U.S. Decides Against Renewing USMCA, Shifting to Rolling Talks

Bloomberg

International Trade attorney Patrick Childress was quoted in a Bloomberg article on the Trump Administration's decision to forgo a long-term renewal of the United States-Mexico-Canada Agreement (USMCA) in favor of annual reviews, which will likely extend negotiations over future North American trade. The article examined the significance of the policy reversal for President Donald Trump, who championed the agreement's passage in 2020 but now seeks to renegotiate provisions he views as unbalanced and overly protective of Mexican and Canadian trade. Mr. Childress discussed the implications of an open-ended review process for companies operating across North American supply chains, particularly as negotiations continue amid ongoing disputes over automotive and metals tariffs. The article also highlighted concerns from business groups, including the U.S. Chamber of Commerce and Retail Industry Leaders Association, about the potential effects on long-term investment and supply chain planning.

"We have these ongoing negotiations and we don't know exactly when they will end, and there's no short- or medium-term forcing function for those negotiations to end," he said. "So that creates, of course, some uncertainty for companies."
