Holland & Knight Welcomes Shiva Goel to Chair Its Telecommunications, Media and Technology Team in Washington, D.C.
WASHINGTON, D.C. (May 18, 2026) – Holland & Knight has expanded its Regulatory Practice with the addition of Shiva Goel as a partner in Washington, D.C. to chair the Firm's Telecommunications, Media and Technology (TMT) Team. Mr. Goel is a highly respected leader on regulatory, national security and strategic issues affecting the telecommunications, emerging technology, and space and satellite sectors. He joins Holland & Knight from Wiley Rein LLP where he served as a partner and co-chair of its wireless practice.

Prior to joining Wiley Rein, Mr. Goel was a senior advisor at the National Telecommunications and Information Administration (NTIA), the president's principal advisor on telecommunications and information policy issues, where he led the strategic development of national policies related to spectrum, satellite and space. He also previously served as a legal advisor at the Federal Communications Commission (FCC) and was a communications and appellate partner at a leading technology and telecommunications firm in Washington, D.C.

Mr. Goel's practice focuses on the intersection of law, policy and innovation. He provides strategic counsel on the rules, regulations and judicial decisions affecting emerging technologies and supports technology and commercial transactions for telecommunications and investment firms, including mergers and acquisitions regulated by the FCC. He also represents wireless, satellite, technology, media and wireline companies in high-stakes FCC rulemakings, license adjudications, transaction reviews and investigations, as well as in complex regulatory challenges before the federal courts.
Beyond his practice, Mr. Goel is an adjunct fellow at the Center for Strategic and International Studies (CSIS) Strategic Technologies Program, a member of the Federal Communications Bar Association and a barrister at the Edward Coke Appellate Inn of Court.
Mr. Goel earned a B.A. from Cornell University and a J.D., Order of the Coif, from the University of Virginia School of Law. He began his legal career as a law clerk for the Honorable Louis L. Stanton on the U.S. District Court for the Southern District of New York and the Honorable Maryanne Trump Barry on the U.S. Court of Appeals for the Third Circuit.
