Former Energy Dominance Financing Program Officials Sydney Bopp and Kevin Curley Join Holland & Knight in Washington, D.C.
Their Colleague, Caitlin Keliher, Also Joins the Firm's Highly Successful Energy Funding and Financing Team
WASHINGTON, D.C. (August 4, 2026) – Holland & Knight has bolstered its Federal Government Affairs Practice with the additions of Sydney Bopp and Kevin Curley as senior policy advisors in Washington, D.C. They were previously partners at Boundary Stone Partners. Prior to their time at Boundary Stone Partners, Ms. Bopp held numerous roles at the U.S. Department of Energy (DOE) and worked at Holland & Knight for a brief period prior to returning to the DOE to be chief of staff of the Office of Energy Dominance Financing (EDF) (formerly the Loan Programs Office). Mr. Curley was previously with the DOE EDF and the U.S. International Development Finance Corporation (DFC).
Ms. Bopp and Mr. Curley will be joined by Senior Public Affairs Advisor Caitlin Keliher, who was a director at Boundary Stone Partners. The team's work at Holland & Knight will focus on technology and infrastructure funding and finance, including loan guarantee and grant programs.

Ms. Bopp is a strategic policy advisor with more than a decade of experience in government, policy and commercial strategy. She has proven experience in navigating high-stakes regulatory and policy environments, advancing clean energy investments and managing high-profile government programs. Most recently, Ms. Bopp served as a managing partner at Boundary Stone Partners where she established and led the organization's federal funding and finance practice. Prior to that, she was chief of staff at U.S. DOE EDF, a senior public affairs advisor at Holland & Knight, director of stakeholder engagement at DOE's Office of Energy Efficiency and Renewable Energy, as well as a presidential management fellow at the U.S. Department of Transportation's (DOT) Federal Railroad Administration and White House Council on Environmental Quality.

Mr. Curley is a finance professional with more than a decade of experience underwriting, negotiating and advising on complex energy and infrastructure projects across the U.S. and emerging markets. His experience includes advising clients operating around a broad range of energy-related sectors, including solar manufacturing and generation, energy storage, electric vehicle charging, critical materials production, and natural gas and nuclear generation. Previously, he served as a director in the Office of Structured Finance at the DFC, as well as an investment and credit analyst at the DOE EDF.
Ms. Keliher advises a range of companies – from start-ups to publicly traded firms – on federal finance and funding opportunities, including clean energy, transmission, transportation, critical minerals and manufacturing. At Boundary Stone Partners, she provided project finance, commercial strategy and due diligence support to help obtain more than $18.5 billion in senior secured federal financing for energy and electrification deployment projects. Earlier in her career, she was a senior consultant with Guidehouse.
Ms. Bopp received an M.A. degree from Northeastern University and a B.A. degree from the University of Delaware.
Mr. Curley received an MBA from The George Washington University and a B.S. degree from University of Denver.
Ms. Keliher earned an M.A. degree from Harvard University's Kennedy School of Government and a B.S. degree from The George Washington University.
