Overview

Ann McRitchie is a government contracts attorney in Holland & Knight's Tysons office who advises clients on the full spectrum of federal procurement matters. Ms. McRitchie's practice includes bid protests, claims, subcontracting and supply chain issues, as well as complex regulatory compliance and disputes with the U.S. government. Her experience spans all principal phases of the government contracting life cycle, from bid and proposal strategy and contract formation through performance, administration and dispute resolution.

Ms. McRitchie brings deep experience helping organizations navigate their most sensitive and complex challenges – where judgment, clarity and trust matter most. She has a significant background in leading internal investigations involving compliance and employee misconduct, including matters arising from international deployments in the Middle East. In these situations, she works closely with senior leadership, compliance and human resources teams to reduce legal risk, protect contract performance and meet U.S. government reporting obligations. Ms. McRitchie also has significant experience under the Contract Disputes Act, advising clients through the full life cycle of disputes, from preparing claims to appealing contracting officer final decisions.

Additionally, Ms. McRitchie advises senior leaders on identifying and mitigating False Claims Act (FCA) risk, drawing on deep practical experience and recognized scholarship. She regularly supports organizations through high‑stakes FCA matters, including civil investigative demands, Office of Inspector General (OIG) subpoenas, and both government‑ and whistleblower‑initiated proceedings, with a focus on clear strategy and decisive outcomes.

Prior to joining Holland & Knight, Ms. McRitchie served as a lead in‑house lawyer for a large government contractor, where she supported a multibillion‑dollar business group performing mission‑critical national defense and NASA programs. In that role, she provided strategic counsel across the full life cycle of federal contracts, including capture and proposal support, contract formation and negotiation, performance and closeout. She also advised on high‑stakes risk, compliance and dispute matters.

Not yet admitted to Virginia Bar; admitted to Maryland Bar only and practicing under supervision of lawyers licensed to practice in Virginia.
