Overview

Neda M. Shaheen is an attorney in Holland & Knight's Washington, D.C., office and a member of the Data Strategy, Security & Privacy Team. Ms. Shaheen navigates the complexities of data governance and cybersecurity law, leveraging her international law and national security background to deliver tailored solutions that protect client data across diverse industries. She brings a dynamic blend of legal, policy and consulting experience to deliver pragmatic and risk-informed governance solutions.

Ms. Shaheen focuses on the full cybersecurity and privacy incident life cycle, navigating emerging cyber threats and privacy issues. This includes counseling clients through privileged data breach investigations, as well as developing comprehensive incident response programs, corporate cyber and data governance policies and artificial intelligence (AI) governance frameworks. Ms. Shaheen also helps clients test those policies, conducting tabletop exercises and training sessions that bolster organizational readiness and fortify security stances.

On the regulatory side, Ms. Shaheen works to integrate essential frameworks into client governance systems to grow compliance and improve risk mitigation. Her ability to translate complex technical issues into actionable strategies makes her a key ally for organizations seeking robust security governance structures on a global scale. In her work at the intersection of trade and cybersecurity, Ms. Shaheen has also addressed the challenges posed by insider threat breaches and the resulting inadvertent sanctions violations.

Prior to joining Holland & Knight, Ms. Shaheen was an attorney at a global law firm in its Washington, D.C., office. Prior to entering private practice, she served and consulted for a variety of international and grassroots organizations, including the United Nations.

Ms. Shaheen maintains a robust pro bono asylum practice and volunteers with several community organizations. Her background in international organizations and field research in human rights law further enriches her perspective on legal solutions, recognizing the individual impact of complex matters.

Ms. Shaheen is active in the Georgetown University Law Center's National Security Law Program and was invited to join the 2025 Guantanamo Observers Program.

While in law school, Ms. Shaheen served as the editor-in-chief of the International Human Rights Law Journal and conducted field research in Senegal and Kenya on international treaty compliance. She was an Equal Justice Works fellow and served as an AmeriCorps JD.
