Silent Labor Changes

Labor and employment attorney Ana María Cubillos published an article in AmCham Colombia's Business Mail magazine exploring labor reforms in Colombia that have generated less attention than those under review in the country's Congress. Ms. Cubillos uses the term "silent" to describe these modifications, through laws, decrees, circulars, resolutions and court decisions, that are not awaiting legislative approval but have nonetheless established challenges and obligations. She also analyzes examples of these "silent changes," such as the workweek reduction and various circulars issued by the Labor Ministry that address labor relations for management and collective bargaining.
