Executive Order: President's Council of Advisors on Science and Technology

Executive Summary
This executive order establishes the President's Council of Advisors on Science and Technology (PCAST) to provide the president with the scientific and technical information needed to inform public policy decisions in relevant fields. PCAST aims to increase information sharing between the federal government and private sector stakeholders to bolster innovation and strengthen the nation's global position in the technology and science sectors.
Policy Actions
- PCAST is established to operate under the following guidelines:
- Shall be co-chaired by the assistant to the president for science and technology (APST) and the special advisor for artificial intelligence (AI) and crypto
- Shall be composed of not more than 24 members from sectors outside of the federal government appointed by the president; members may receive travel expenses but will serve without compensation for their work
- Once established, PCAST shall advise the president on matters concerning science, technology and innovation policy.
- PCAST will terminate two years from the date of the order's issue.
- PCAST will provide advice from the non-federal sector, when requested, to the National Science and Technology Council (NSTC) at the U.S. Department of Commerce.
- The U.S. Department of Energy will provide funding and administrative support, to the extent permitted by law, to PCAST.
