Overview of the Trump Administration's Memorandum on Reciprocal Trade and Tariffs
International Trade attorneys Molly O'Casey, Robert Friedman, Andrew McAllister and Antonia Tzinova, together with government attorney Micah Burbanks-Ivey and Senior Policy Advisor Peter Tabor, published an article in The Global Trade Law Journal providing an overview of the Trump Administration's plans for reciprocal tariffs and other changes to U.S. trade policy. President Donald Trump issued a memorandum introducing a Fair and Reciprocal Plan with the goal of reducing trade deficits and rectifying unbalanced trade practices with foreign partners. The memo directs federal agencies to submit reports as explained in America First Trade Policy Memorandum, which the U.S. Trade Representative (USTR) and Secretary of Commerce will review and use to investigate potential harms to the country as a result of unfair trade practices. This article explains the objectives and scope of the memo, along with outlining specific countries called out in its accompany fact sheet. It also briefly explains why this development matters for companies and counsel.
The authors also published a Holland & Knight alert on this topic.
