Important Change for VIS and VIP Construction Projects in Colombia: This Is What the Regulation Says
Real Estate attorney Esteban García was featured in a Valora Analitik article answering various questions about new energy and water efficiency requirements for Low-Income Housing (VIS) and Priority-Interest Housing (VIP) in Colombia. Mr. García described how the construction sector is responding to these new obligations as well as the chief technical and financial challenges it will face as a result. He explained that the biggest hurdle will be finding a balance between passive measures that pertain to architectural design and active measures, such as mechanical and electrical systems, to reach the minimum savings percentages established by the Ministry of Housing. He also emphasized the role of property managers in this moment of transition.
"Resolution 0194 of 2025 represents a regulatory advancement in favor of sustainability in the construction sector, but it also creates significant financial, technical and operational challenges, especially for the VIS and VIP developments," he concluded. "Rigorous planning, institutional collaboration and continued capabilities will be key for the sector to adapt without compromising the housing supply or purchasing power of Colombian families."
