Millicom Seeks Merger with Movistar and Tigo, While the Government Promotes a Solidarity Internet, What's Next in Telecommunications?

Competition law attorney Danilo Romero was interviewed by Revista Dinero about Millicom's proposed consolidation of Tigo and Movistar, the implications of which span merger control, competition dynamics, consumer protection, spectrum caps and public-private governance. Mr. Romero highlighted that regulators may approve, condition or block the deal based on impacts to market concentration and service quality. He also noted any approval will likely hinge on structural or behavioral remedies – including spectrum divestitures and operational safeguards – to protect competition and ensure continuity of public services.

"The market must be evaluated again to determine if the conditions derived from integration configure a new reality. The participation of players such as ETB and WOM, added to the entry of Millicom and the weight of Claro, can generate a dynamic capable of transforming market conditions," he stated.
