CA Developers Focus on Flexible Indoor-Outdoor Space for Seniors

West Coast Land Use and Environment attorney Chelsea Maclean was quoted in a GlobeSt.com article examining senior housing development trends in California, including growing demand for flexible indoor-outdoor spaces and rising construction costs. Ms. Maclean observed that California continues to advance senior housing production through rapid legislative activity and highlighted Assembly Bill (AB) 2694, which clarified that "residential care facilities for the elderly" qualify under the state density bonus law to access incentives such as density bonuses and flexibility when it comes to development standards and parking reductions. She added that senior housing projects may benefit from additional statewide protections, including the Housing Accountability Act, which can limit a local jurisdiction's ability to deny a project or require reduced density.

"Together, these laws provide a blanket of protection that has drastically changed how senior housing projects are processed in California," she said.
