Overview

Hugo Arza serves as Holland & Knight's Miami Real Estate Practice Group Leader and guides the strategic direction and growth of the region's real estate practice. Mr. Arza advises developers, property owners and businesses on complex land use, zoning and real estate matters throughout South Florida. His practice is distinguished by the combination of sophisticated development counsel, state and local government advocacy, and deep insight into the political and policy considerations that shape real estate and infrastructure projects across Florida.

Mr. Arza represents residential, commercial and industrial developers, charter school operators and companies providing goods and services to government agencies in matters before Miami-Dade County and municipalities throughout the region. He has substantial experience securing comprehensive plan amendments, rezonings and site plan approvals for a broad range of development projects, and he is particularly skilled at helping clients navigate the intersection of legal, regulatory and political considerations that can influence project approvals and timelines.

In addition to his land use and zoning practice, Mr. Arza counsels clients on policy, governmental and strategic advocacy matters at the state and local levels. He works with clients to analyze legislative and political developments, address stakeholder and community concerns, and navigate the evolving regulatory environment in Florida and Tallahassee. His ability to assess both the legal and political dimensions of an issue allows clients to make informed decisions in highly visible or sensitive matters.

Mr. Arza also advises clients on commercial real estate transactions involving development and entitlement considerations, including acquisitions, dispositions, joint ventures, development agreements and related transactions requiring coordinated land use, regulatory and business guidance.

  • Representing a national homebuilder in the entitlement process, including rezoning, site plan and concurrency approvals for more than 3,000 residences in Hialeah, Florida
  • Representing a charter school in securing the approvals required for a 900-student expansion in Hialeah Gardens, Florida
  • Representing a shopping center developer in securing site plan approval for a 250,000-square-foot shopping center in Miami-Dade County
  • Secured approvals for a mixed-use residential and commercial project in the transit corridor
  • Representing a developer in securing approvals for a grocery store-anchored 87,000-square-foot shopping center in the Town of Cutler Bay, Florida
  • Representing a property owner in redesignating property on the Miami-Dade County land use map to allow for commercial development along a major transit corridor
