Overview
Anne Delmare is a government contracts attorney in Holland & Knight's Tysons office. Ms. Delmare focuses her practice on contract litigation and helps clients navigate a broad range of federal procurement and compliance matters.
Ms. Delmare joined the Firm following 13 years of government service as a trial counsel with the U.S. Department of Justice's (DOJ) Civil Division and as a U.S. Air Force judge advocate. She leverages her background in government contracts, national security litigation, investigations, international trade and tariff disputes, and high-stakes government matters to guide clients through complex legal challenges arising from doing business with the federal government.
As a former DOJ trial attorney, Ms. Delmare served as lead counsel in all phases of complex civil litigation before the U.S. Court of Federal Claims and U.S. Court of Appeals for the Federal Circuit. Her practice encompassed bid protests, claims and appeals under the Contracts Disputes Act (CDA), breach of contract disputes, and appeals from the Civilian Board of Contract Appeals (CBCA) and Armed Services Board of Contract Appeals (ASBCA). Ms. Delmare has also managed international trade matters, including litigating before the U.S. Court of International Trade and leading large-scale international trade fraud investigations as a member of the DOJ's Trade Fraud Task Force.
Prior to the DOJ, Ms. Delmare served for nine years as an attorney with the Air Force. While on active duty, she deployed to Afghanistan, where she provided trusted legal counsel to senior leaders on internal and criminal investigations, along with contract and compliance matters. She has also served as a military prosecutor, criminal defense counsel and appellate counsel, litigating some of the Air Force's most serious felony matters, including cybercrime, financial fraud and national security cases involving the Classified Information Procedures Act. Throughout her career, Ms. Delmare has trained federal agents and trial attorneys in investigative strategies, emerging areas of law and courtroom advocacy.
