Biografía

Rachel Provencher is a tax and political law attorney in Holland & Knight's Public Policy & Regulation Group in Washington, D.C. Ms. Provencher works with a wide range of clients, including businesses, partnerships, advocacy groups, trade associations, charities, social clubs, associations and political organizations on issues ranging from tax and general counsel matters to finding creative solutions in political law for clients to meet their goals of influencing public policy and elections.

Ms. Provencher regularly counsels clients on understanding and navigating critical tax and business organizational issues impacting nonprofit organizations. Ms. Provencher advises clients on structuring tax-exempt entities, obtaining and maintaining exemption from federal income tax, and complex issues pertaining to federal tax requirements. Ms. Provencher also counsels on issues of good governance and other best practices for running tax-exempt organizations. Further, her experience includes representing clients in ruling requests and tax controversies before the IRS.

Ms. Provencher's practice includes counseling Native American governments across the country on tax issues, and she has experience advising on and drafting policies under the Tribal General Welfare Exclusion Act of 2014. In addition, Ms. Provencher advises clients on the Inflation Reduction Act on matters such as how to take advantage of the clean energy incentives it presents in the tax code.

Ms. Provencher also regularly advises clients on lobbying registration and disclosure, state and federal campaign finance, gifts and ethics rules, procurement and pay-to-play laws, and post-employment restrictions for former public employees.

Before entering private practice, Ms. Provencher served as a Presidential Management Fellow at the U.S. Department of Education, where she completed a detail in the Office of General Counsel at the Federal Election Commission.
