Please join Holland & Knight and the National Contract Management Association (NCMA) for a special gathering where experts will discuss the opportunities available to both traditional and non-traditional defense contractors with regard to Other Transaction Agreements (OTAs) and Commercial Solutions Openings (CSOs).

The Trump Administration has directed the U.S. Department of Defense to employ a "preference" for commercial solutions, OTAs and other flexible acquisition authorities, as well as to employ these same authorities as the default approach for acquiring capabilities under the software acquisition pathway.

Our event will feature two robust panels that will deliver both legal and practical guidance. Discussions will cover how contractors can take advantage of these new opportunities and what to expect when negotiating the terms of these awards.

Panel 1

Legal Framework for OTA Authorities: Current and Future Opportunities

In the first panel, Holland & Knight Associate Roza Sheffield and Keith Gibson from ASI Government will set the stage by providing an overview of the legal framework for these authorities and then dive into how businesses can take advantage of current and future opportunities.

Panel 2

Negotiating OTAs: Perspectives from an AO, Consortium Manager and Counsel

Our second panel will include a discussion on the nuts and bolts of negotiating the terms of OTAs and will feature Holland & Knight Partner Jeremy Burkhart, U.S. Army Contracting Command Supervisory Contracting and Agreements Officer John McCabe and National Security Technology Accelerator (NSTXL) Vice President of Contracts and Acquisition Strategy Ashley Carter.

Each speaker will provide his or her unique perspective on this subject drawn from decades of experience. Whether you're a prime negotiating directly with the government, a contractor collaborating with a consortium management firm or a subrecipient contracting with a consortium, everyone will leave with useful insights to help them negotiate their next award.
