California's Summer Blockbuster: Navigating the Impact of AB 130 and SB 131 on Housing and Infrastructure – Part 2

Please join Holland & Knight's West Coast Land Use and Environment Group for the second installment in a two-part webinar series examining Assembly Bill (AB) 130 and Senate Bill (SB) 131, which went into effect on June 30, 2025. These new laws include sweeping measures aimed at streamlining the development of much-needed housing and infrastructure across the state, among other provisions.
In this installment, our land use and environment attorneys will cover a range of provisions included in AB 130 and SB 131 related to non-housing projects, reforms to the California Environmental Quality Act (CEQA) litigation procedure and the reinforcement of Vehicle Miles Traveled (VMT).
Notable elements of AB 130 and SB 131 that will be addressed in this webinar will include, but will not be limited to, the following:
- CEQA exemptions included in SB 131 for non-housing projects, including qualified advanced manufacturing projects, health centers and rural clinics, childcare centers, food banks, clean water projects, linear broadband and parks, and farmworker housing
- reforms included in SB 131 to litigation procedure under CEQA, which are intended to relieve the burden on CEQA litigants when preparing the CEQA administrative record and speed up the litigation process
- how AB 130 reinforces the use of VMT and creates a VMT Mitigation Bank
