Mexico's Energy Secretary Resumes Deadlines and Timeframes for CNH Matters
The Ministry of Energy (Secretaría de Energía or SENER) published on April 29, 2025, in the Federal Official Gazette, the "Agreement resuming the deadlines and terms for the reception and proceeding on matters within the jurisdiction of the Ministry of Energy, in accordance with the powers previously transferred."1 This agreement establishes the terms under which the suspended deadlines previously in charge of the National Hydrocarbons Commission (Comisión Nacional de Hidrocarburos or CNH) will be resumed, since the secondary energy laws have been published and the transfer of files and documentation from the former CNH to SENER has been completed.
Relevent Points
The following are key aspects of this agreement:
Resumption of deadlines. As of April 30, 2025, the deadlines and terms for the procedures under SENER's jurisdiction through the Undersecretary of Hydrocarbons will resume after the conclusion of the transfer of functions from the CNH, derived from the reform to Article 28 of the Constitution (published in December 2024), the publication of the secondary laws on energy matters and SENER's internal regulations.
Exceptions. The suspension of deadlines for the procedures related to permits for the commercialization, transportation and storage of oil, now under the jurisdiction of the Undersecretary of Hydrocarbons, is maintained. These will continue to be suspended until there is a new agreement of the National Energy Commission.
Physical reception of documents. For procedures before the Undersecretary of Hydrocarbons, documents can be filed from Monday to Friday, from 9 a.m. to 5 p.m., at Avenida Patriotismo No. 580, Colonia Nonoalco, Alcaldía Benito Juárez, CP 03700, in Mexico City.
Other procedures before SENER administrative units must be done through the Management Control area, located at Avenida Insurgentes Sur No. 890, Colonia Nápoles, Alcaldía Benito Juárez, CP 03100, Mexico City, from 9 a.m. to 3 p.m. and from 4 p.m. to 6 p.m.
Electronic reception. The Electronic Automatized Office (Oficialía de Partes Automatizada or OPA), operated by SENER, is enabled to receive documents under the jurisdiction of the Undersecretary of Hydrocarbons.
The use of the OPA is optional; applications may be submitted in person or electronically. The OPA operates Monday through Friday, from 9 a.m. to 6 p.m.
Information guide. The website is for guidance purposes to identify the competent authority in each procedure.
