Overview

Emily Salomon Duncan advises clients in the healthcare industry with strategic operations and transactions relating to state and federal regulatory compliance issues, including Stark Law and Anti-Kickback Statute analysis, healthcare licensing and certifications, fee splitting and the Corporate Practice of Medicine. Ms. Duncan works extensively with hospitals and health systems, ambulatory surgery centers, physician practices, private equity healthcare investors and practice management companies covering a wide range of specialties, assisting with mergers, acquisitions, joint ventures and day-to-day business operations.

During law school, Ms. Duncan worked with the Office of Counsel to the Inspector General (OIG) at the U.S. Department of Health and Human Services (HHS), where she conducted federal health care exclusions, engaged in EMTALA penalty determinations and contributed to Corporate Integrity Agreements (CIAs) and self-disclosure protocols. She also has experience as a legal intern at the Centers for Medicare & Medicaid Services (CMS) and as a judicial intern with the U.S. Court of Federal Claims, Office of Special Masters - Vaccine Division.
