Joel E. Roberson is a partner in Holland & Knight's Washington, D.C., office and a member of the firm's Public Policy & Regulation Practice Group. Mr. Roberson's practice focuses on public policy development, legislative advocacy and regulatory compliance with expertise in data privacy, Food and Drug Administration (FDA) law and specialty materials. He has significant experience in bipartisan coalition building, strategy development, crisis communications, and high-stakes negotiation on behalf of Fortune 500 companies, not-for-profit organizations, educational institutions and trade associations.

Mr. Roberson advises high-tech clients on emerging public policy and regulatory issues, including cybersecurity, privacy and data breach response. He has extensive experience preparing clients to testify before Congress, including hearings on data breaches. In addition, Mr. Roberson counsels clients on the implementation of Executive Order (EO) 13636, Improving Critical Infrastructure Cybersecurity, and the development of the cybersecurity framework. Before joining Holland & Knight, Mr. Roberson served as a law clerk for the House Judiciary Committee under Chairman Jim Sensenbrenner (R-WI) where he prepared members of Congress for the debate on the reauthorization of the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT Act).

Additionally, Mr. Roberson advises healthcare and life sciences clients on FDA regulation of food, pharmaceuticals, medical gases, medical devices, mobile medical apps and health information technology (IT) policy and regulatory issues. He also has experience in the implementation of the Food and Drug Administration Safety and Innovation Act (FDASIA) and the Patient Protection and Affordable Care Act (PPACA). Mr. Roberson regularly advises clients on food safety, including implementation of the Food Safety Modernization Act (FSMA) and the Farm Bill. Mr. Roberson has drafted healthcare-related legislation, provisions of major FDA reform bills and amendments to pending legislation that have been enacted into law. He also helps clients draft public comments during the regulatory implementation process and establish compliance programs.

Mr. Roberson counsels specialty materials clients on a variety of federal regulations of chemicals and federal research and development efforts. His experience focuses on specialty materials use in automobiles in collaboration with the Environmental Protection Agency (EPA) and National Highway Traffic Safety Administration (NHTSA) regulations setting the corporate average fuel economy (CAFE) standards.

Prior to entering private practice, Mr. Roberson worked in the House of Representatives Leadership offices for former Congressman J.C. Watts (R-OK) and former Congresswoman Deborah Pryce (R-OH). In this role with Congress, he prepared major legislation for floor debate, including development of debate strategy, creation of key messages and drafting of floor briefings for members of Congress and congressional staff. In the immediate wake of Hurricane Katrina, Mr. Roberson led three groups of volunteer law students to both Mississippi and Louisiana to provide volunteer legal services. The students worked on various legal issues including home owner's insurance, foreclosure, succession, criminal, immigration and administrative law issues as well as providing basic services to those in need.
