Environment attorney Jennifer Hernandez spoke on the Serve to Lead Podcast about environmental laws undermining environmental, social and economic priorities for California. Ms. Hernandez explained that the political and voter classes are questioning the time it takes to start promised environmental projects. She discussed landmark environmental laws such as the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). NEPA and CEQA mandate that environmental costs and consequences be incorporated in government action. Ms. Hernandez said that the good intentions of environmental laws and acts have not been enough to overcome the temptation of lawyers to game government bureaucracies over time.
